Breaking the Silence:  The Transformation in the Political Discourse  of the Chairman of the Presidential Council

Political discourse is a key instrument for generating power and shaping public opinion. In transitional or conflict settings, it performs a strategic function that goes beyond reporting events to redefining legitimacy, setting priorities, identifying legitimate actors, and restructuring internal and external power relations. Studying political discourse therefore helps reveal the underlying structures that guide political action and the ways in which key concepts are mobilized to construct new political realities.

This paper examines the speeches delivered by Rashad al-Alimi, Chairman of the Presidential Leadership Council, between December 30, 2025 and February 17, 2026—a period marked by significant political and security developments in Yemen. The escalation in the eastern governorates, led by forces affiliated with the dissolved Southern Transitional Council, triggered a series of sovereign political and military responses that reshaped both the military dynamics on the ground and the relationship between the internationally recognized government and its regional partners.

Within this context, the Chairman emerged as a central actor in managing the crisis. His speeches sought not only to respond to unfolding events but also to redefine the priorities of the political phase and recalibrate the Yemeni state’s engagement with regional and international actors. The discourse signaled a shift from managing internal divisions toward reasserting the centrality of the state and consolidating the legitimacy front as a prerequisite for confronting the Houthi challenge.

This paper analyzes five key speeches delivered during the specified period using a content analysis approach. It proceeds from the hypothesis that these speeches go beyond reactive political messaging and instead represent a strategic attempt to restore state centrality and reposition the conflict with the Houthis from a localized struggle to a broader regional and international security issue.
